During his 20 years of service in the U.S. Army, Richard had the opportunity to fish waters across the globe, gaining experience in a wide variety of techniques and environments. When he retired in 2022, he returned to his roots on Florida’s Gulf Coast and founded Tops Charters, fulfilling his dream of sharing the waters of Crystal River with others.
